Not necessarily. A provider may charge no separate transfer fee while applying an exchange-rate margin, and other institutions involved in the payment may apply their own charges.

Compare the applied exchange rate, the sending amount, the recipient amount and any separately disclosed charges rather than relying on the fee label alone.
